Disaster Response

1. During and following a disaster, who is responsible for maintaining human lives? Why do you think so?

2. If Wilmington, NC were in a state of disaster, would everyone be able to get to safety? What factors might affect the outcome of such a situation?

  1. 1. In a major disaster such as Katrina, everyone is expected to try and do something to help. Non-profit organizations, celebrities, and normal people all pitch in to help raise money, get food and water, create shelters, and rebuild houses and buildings. Everyone should help when things like this happen, not just because they have the money or time to but because it's the right thing. Even if you don't have much money, there are things you can and should do.
    2. If a disastrous hurricane (or other natural disaster) were to occur in Wilmington, many people would be trapped and possibly killed. Because there are os many hurricanes here, people don't always take the warnings seriously, and it's hard to imagine things like that happening to you (so lots of people wouldn't accept the fact that they had to leave or possibly die). Other people would know how serious the hurricane might be so they would leave earlier (particularly families with children, and elderly people) and get to safety instead of delaying and possibly getting trapped.

  2. 1.) The government is responsible for maintaining human lives and keeping everyone safe. They are responsible for this because they run use and are economy so they should be held accountable for people. If they take are money and control use “even though they say we have freedom" then when we are in need the government should help us and do everything possible to keep us safe. They should at least help organizations with getting them things they need to help everyone.
    2.) No, not everyone would be able to just because not everyone wants to leave there things behind. Some people don’t want help when something happens to them in a state of disaster. But since Wilmington is small it wouldn’t take that much time to help everyone and get them to a safe place if wanted.

  3. 1. I think humans and the government would be rsponsible for maintaining human lives. The humans would be respnsisble because its up to them if they evaluate or not. Its the Government job to help the people who couldnt or just didnt evaluate. The government still needs to be their to suppy food and water and health care.
    2. I think everybody would be able to get to safety except the homless people. I dont think anyone would be willing to help the poor and let them come with them to safety. I think alot of people would die, because evrybody would think the disaster is such a big deal, until it happens.

  4. 1. Red Cross and the Government. The Government should try it's hardest to matain lives.
    2. Some people would not take it as serious as others and not even prepare and think it's just another small one. Alot would die and houses would be destoryed and tragic deaths that could have been prevented.Floods would make the sea level rise and floods would break out with storm surges. Winds would knock over houses.

  5. (1) During a disaster, in my opinion, it would be the government’s responsibility to maintain human lives. Not just the Federal government but the state government too. They would need to provide the proper supplies and shelter for people to survive but not only the government but the community could help too by helping with clean up. Also, instead of focusing on how bad things are, help them keep their spirits up. And charities and other organizations could donate supplies and help build shelters to lighten the blow on the effected areas.
    (2) I honestly don’t think that EVERYONE (I would hope for that but we have to be realistic) would get to safety but I believe that a majority of people would. Factors that would contribute would have to be early warning. Before most weather occurrences there is a warning. If people take that warning seriously they could gather their belongings and leave to another place before the disaster gets there and come back to help with any damages done.

  6. 1) Following a disaster i think that the government and the people them selves need to be responsible for maintaining human lives. I feel that the government and the people are responsible because they need to evacutate the people before the disaster hits them and the peopole need to understand why they are being evacuated and not worry about non-nesscities.

    2) If Wilmington, NC was in a state of disaster i think only a certain amount of people could get out. Some of the factors that play a role in the outcome of their evacuation are the types of disaster, such as an earthquake might destroy the bridges or a hurricane causing flooding in the Cape Fear river.

  7. 1. I think that orginizations and we people are responsible for helping others that are faced with a disaster. People should donate and help with raising money for orginizations and provide things that are important for every day living.
    2. If a disastr were to occur in Wilmington, I think that all depending how bad the disaster is depends on how many people could get to safety becasue we could too be faced with the same problems that Katrina was faced with. Factors that might affect our safety are weather there are people donating and orginizations that are trying to help and perpared.

  8. 1) During and following a disaster, the president is responsible for maintainging human lives. The president is in charge of getting people to help citizens evacuate and prepare big enough evacuation centers. Following a disaster, we see a huge amount of people living in small evacuation centers. This can become a problem. Being so cramped, it is easy for diseases to get around. The people that have survived the disaster may get killed because of the diseases.
    2) If North Carolina was in a state of disaster, not everyone would be able to get to safety. Many people underestimate storms and believe that the storms wouldn't be as bad as people claim. Also, if too many people are evacuating in a short period of time, the traffic is going to be very bad. Most likely the planes won't be flying and the only way to evecuate would be by car. Families also need time to pack. If they start packing when the media is sure that the storm will hit, there wouldn't be enough time.

During or after a disaster, the goverment is responsible and I think they are responsible because that is why the goverment is mostly here, to protect the people during disasters and depressions. If wilminton, North Carolina had a disaster, i think that depending on the strength that a lot of people would not be able to get out because most people wouldnt want to leave because for some people this is the only things they have and since some people have only been here their whole life and havnt even gone anywhere diffrent they wouldnt know anywhere else they could go so some people, even if they could get out they wouldnt leave.

  10. 1. After a disaster governments from places that aren't affected should respond to the disaster. Even though it seems that if it isn't effecting you theres nothing you need to do about it, thats not alwys true. If you don't help them who will they can't get themselves out of the situation and they can't save themselves from impact.
    2. If we had a disaster in Wilmington I don't think everyone would get to to safety, because like all situations news caters are taken seriously. This means that some are going to decide to stay even if they are told to evacuate. How well we could get ourselves out of a serious sitiuation depends on whether others are willing to donate, volnteer and support. The quicker they respond the more people it will save.

  11. 1. It is the nations responsibility. When people get hit with a disaster, they require our aid. If they can't help themselves, we can't just leave them to suffer. They are just as much a part of the country as the rest of us.

    2. If we were warned ahead of time, we could get to safety. If we did not know what would happen, we would not be able to take the proper precautions.

  12. 1. during a disaster the people responsible for human lives are the national guard and the people themselves. the national guards job is to help people during and after the disaster because they are the guards of our nation. people themselves are also responsible for their own lives because we as society know when a hurricane is coming so it is our choice to leave the area.
    2. in some areas no the people wont get to saftey because of rain population and the exit route. people near the beach wont be able to get out as fast as the people inland even then most people wont leave.

  13. 1. Well I think that not only one person or a group of person is responsible. I think that we all should help not only with money but also donating food cooking for them etc. because as we know if something like that would happen to us of course we would want some help from somebody else. So everyone should help not leave it all to the government or president because they have a lot of other more things to worry about. They can’t do all of it by themselves. Also if you’re a doctor or something that would help the people you should help them and not even charge for your job.
    2. Well if the hurricane was announce early I think everybody would get to safety. Well maybe the older people wouldn’t but they might get help from somebody else. But if the hurricane or a disaster would just hit us sudden we would be dead ducks because we are surrounded by ocean and if Wilmington would flood we would flood in a 1,2,3 like dead ducks again.

  14. From what I know...FEMA? FEMA is an agency that responds to disaster. Or...that's what I always hear. Also the Army Corps of Engineers works with areas struck with disaster. They rebuild and offer care. Ect; But I know for sure that not only these two organizations are responsible for responding to natural disasters. If Wilmington was threatened by some kind of disaster, I think… Everyone would have a CHANCE to evacuate, but it’s the matter if they would care enough to actually do it. The roads would probably be very crowded and congested but, with enough warning everyone who decided to leave could, eventually. Or f they had enough for warning.

  15. 1. I personally think this is a job for some orginasation that is controled by the government because the government is supposed to help with anything that envolvs disaster in america, allong with a self-powered organization
    2. there might be to many people on the road to evacuate everyone safely at one time also where are we supposed to go anyway if a hurricane will hit us it's not like we can all just move to Kentucky there will still be some damage there

    1. The government is responsible for helping a city or state get back on their feet. They have certain funds that can provide that area with what they need. An organization is not responsible for helping they can help but they don’t have to. You can start depending on the organization when the government doesn’t do they’re part. Presidents, Governor’s, Mayor’s, and ECT. Are elected for such things as this; to let the people know that if anything goes wrong they will make sure it’s taken care of.

    2. If North Carolina was to expire what happen to New Orleans we would not be able to go to safety. We have been hit with so many hurricanes that we have adapted to the flooding and damages. The people who live on the beach’s takes it more serious then the ones who live maybe 50 miles away because they’re directly getting effected by the hurricane. The respond will be good because we have had storms like this before and were ready.

  17. 1. I think we our selfs are responsible for maintaining our own lifes.Even though we have other people to help us know when or where a disaster is coming we have to be the ones to prepare for a incoming storm.
    2.Yes and no because people that in live the beach might have a difficult time getting out because of the ragging waters coming in the houses and rouds it will cause problems for them to get out of the floods produced.

  18. 1. During a disaster I believe that we personally have to be responsible. While a disaster is happening we have to protect and help ourselves and others. After a disaster we can also help by volunteering or donating to help victims of the event. Some places that are prone to natural disasters also have centers and organizations that guide people through storms, hurricanes, etc that happen regularly.
    2. If NC was in a state of disaster it might be hard to get everyone to safety, especially because the streets sometimes flood. Most people would probably be safe, but some might get trapped, and others might not want to leave and try to stay in their homes. If we got enough warning in advance we could probably adjust ourselves in time and be safer, but if a sudden disaster happened we might have more damage.

  19. 1. In or after a state of disater, the government is responsible for maintaining human lives. Anyone may help, such as the Red Cross or the people, but the government is responsible for the lives of the people.
    2.If Wilmington had a disaster, not all of us would be able to get to safety. Some of the reasons for this would be: the crowded roads, everyone would be trying to get out, and the fact that unless we knew enough time in advance, none of us would have any warning.

  20. In a major disaster the weight of the damages falls on all of America. Everyone should contribute to relief efforts. This country was founded on teamwork and it up to us to assist each other during disasters. We should not wait for the government to make the first move towards helping. We should be prepared as citizens of this country to step forward and find ways of contributing to the relief of the many disaster that ravage this country daily. Whether the are big or small people die to these things daily and it is up to everyone in America to find ways, even if they are small, to help.

    It isn't likely that everyone would get to saftey but if the situation is handle the right way then most people would be able to survive. Some factors that would affect survival are age, state of mind, mental disorders, illness, and physical capabilities. In disastrous events it is a fact that people are going to die. Everytime we breathe in someone is exhaling their last breath. If Wilmington were in a state of disaster not everyone would make it out okay but if the situations is handled properly and their is time for evacuation and preperation then we would survive with minimal casualties.

  21. 1.I think the government should help everyone evacuate and then donate after. The people from organizations should help evacuate and donate too.
    2. I think it wouldn't take a long time to evacuate Wilmington because there isn't a lot of people. Things that will affect travel are flooding and traffic. Flooding will destroy your car and then you will have to walk.

  22. 1. I think it was the Mayor and the president’s job because the mayor should is the one who takes care of the city. The president is the person who takes care of the country so those two in my opinion could have came up with some kind of idea to help and fix the damage and the people. They could have also better prepared the people a lot better than they have because they know the circumstances of New Orleans and how bad it would end up so they shouldn’t have waited until the last minute to evacuate.
    2. I don’t think everyone would be able to get to safety but I think most people would if the mayor prepared us in time for it. If he gave everyone a 2 or 3 day warning then most of the people probably would be okay. Also the people that are unable to evacuate should probably go to a shelter or get to a safe place and have plenty of food and water to last a while. The size and strength of Katrina if Wilmington got a storm like that the whole town would be destroyed because we are near a beach and the structures of the buildings here are not stable enough to withstand a storm like that.

  23. We would all be responsinble for helping those affected by a disaster if one were to occur. The government would be responsible for funding and providing the necessary aid for those hit by the disaster as would we.

    If something like Hurricane Katrina were to hit North Carolina not everyone would be able to get out. However we have revised and practiced evacuation routines. In this way we would be very well prepared for such a disaster.

  24. (1). If a disaster strikes a place, then I think that everyone living in that place is responsible for maintaining their our lives and others without the need to complain. They should be well aware of the type disaster that could occur before living in that residential area. So if one do occurs, then they should know what to do and all should pitch in to help out.
    (2). If there was a disaster in Wilmington, N.C. I think we would be aware of it before it happens. So that would give us time for evacuation plans or any shelter plans (storing food and getting a generater). And also just keep alert of the disaster by eithere a battery-powered radio or if your lucky than watch the weather channel.

  25. During a disaster the government, helpful organizations, and the county’s citizens are responsible for maintain human lives. The government is responsible because it is there to protect its people from any sort of harm. It is also responsible because it is in charge of the donations being sent to those in need of help. Helpful organizations are responsible because they are there to do one thing: Help. They should call themselves an organization that helps those in need if they don’t help when help is needed. The country’s citizens are responsible because they are part of the country and should do their best to help fellow citizens out in a dire time of need. The government, helpful organizations, and the country’s citizens should take it upon themselves to maintain human lives because all are a part of that country and would want help if they were affected by a natural disaster. If Wilmington NC were in a state of natural disaster I don’t think everyone would be able to get safety. One factor that might affect us is that our state has many counties separated by water. What if a bridge has been destroyed by the disaster? Then how will somebody be able to rescue those across the bridge?

  26. 1.) I think that the mayor and the people who constructed the city are fully responsible.
    why? because if the constructers and the mayors would have made wiser and thought out decisions then there wouldn't have been more deaths or more homeless people. I mean why would you build leeves that are only for category's 2 and 3 when you know that there could be a worser outcome.
    2.) No because some people would panic and not know what to do. Some would just try to stick through it. Some might even just kill themselves but I guarantee that most people would think smart and try to go some where safe and have an emergency plan. The affect would be that some people would make it and some wouldn't, people could be wounded alot of other things that are not good.

  27. 1. I think that who would be responsible for us if we were to have a major hurrican like katrina would be the government and our selves. I think the government is responsible because they should go head and start asking for help with building back places and for people to help out with donations. Or maybe they should get a large strong building to hold everyone in before the hurricane. I think it is our responsiblity to because if we need to leave and go somewhere else to protect our family from the storm then we need to head out at least three days before they think the storm is going to happen. I wouldn't stay in the place where they think a catagory 5 hurricane is going to come threw. I would just come back and see if theres any of my house left but I would make sure that I took any important stuff with me when I was leaving.

    2.No everyone would not be able to get to safety because you going to have them people knowning we by the water and it floods really bad here stay in a place where alot of damage could be done to. I dont think where I stay at is a very safe place to stay because it floods really bad. I think that if any event like Katrina then we need to get away from Wilmington ahead of time besides beaten around the bush.

I think this because these are the people that can make the major decisions that could keep us safe from harm and disasters. They are able to come together and devise plans that will be easy for people to follow so they can evacuate as safely and quickly.
    2. If North Carolina were in a state of disaster I think that most people would be able to evacuate. Not all people would be able to evacuate because the roads and routes may become congested from all the people trying to leave so quick. Also some people may have a lot of children or pets and belongings that won’t be able to fit in to a car.

The government would be responsible because, even before we have a storm we always have warnings and we as people are suppose take precautions and the government is suppose to make sure that levees and breeches are up to par when huge storms are suppose to be approaching. The government is also supposed to send help when it is needed to rebuild whatever was lost or destroyed. If Wilmington, NC were in a state of disaster I think we would be able to get to safety because we have other parts of North Carolina that aren’t far from Wilmington, such as the mountains and other safe areas away from the beaches. If people stay by the beaches, then there in trouble because they are going have evacuate immediately.

    2. I dont think everyone could escape a disaster in wilmington NC because of the road system and sence Wilmington is close to the sea it would flood. Also most of Wilmington is like a gap or a there are small hills and gaps that can flood easly.

  31. I think that everyone who has the resources to help is responsible for helping during a time of crisis. Whether you are rich or middle class, a ceo of a business or a cashier, the president or just a voter, if you have a way to help you should. Everyone who can help is now responsible for human life. If all you have to spare is ten dollars, spare it, because if everyone spares ten dollars there is billions of dollars. Additionally the people who are members of special crisis relief programs are responsible more so than anyone else. It is their job to help the people. These are things like FEMA.

    I think so. We have a solid evacuation plan, including roads that are designated for evacuation. We also have hurricane news radios, so we can get updates on evacuation status, safety concerns, hurricane location, etc. On top of that we have many informative news stations to update us as well and encourage us to take be ready for a catastrophic event and tell us how to do so.

The government is responsible because they are responsible for paying for things like levees, draining, and having the city prepared for disasters. The people are responsible as well; they should be prepared for disasters that could occur at any time. Celebrities and organizations are responsible also. They should be able to pitch in money because we live in a world where everyone should help each other.

    2. If Wilmington was in a state disaster everyone would not be able to get to safety. Everyone wouldn’t be able to get to safety because of lack of transportation, crowded roads, etc. Some factors that would affect the outcome of the situation could be planes not being able to fly due to bad weather and bridges being over flooded. A lot of people would be stuck in one place and possibly lead to other problems.

During a disaster I believe that the mayor or people of higher authority should be in charge to make sure everyone is safe, because that’s why they were put in charge was to make sure they were maintaining things more orderly. Following the disaster it could be a devastating time for people who lose other or belongings so I feel everyone should come together to help those people who need it most.

    2. I think that if Wilmington N.C. were to be in a state of disaster not everyone would be able to get out. Not a lot of people know how to plan for a evacuation or what the evacuation routes are or what they need if there was a natural disaster. If we were given an advance warning then maybe every one would get out quicker

  34. 1. From hurricane Katrina, I think that for a disaster this bad, everyone should be responsible and take part in maintaining human lives. It shouldn't have to be a one man's job. But, I think that the president should have created some type of system for everyone to go by. I think that everybody should be responsible because if this was to happen to someone else they would want them to help them out. If everybody did take part and responsibility for helping then they would get a lot done and things wouldn't be so bad and New Orleans and surrounding areas would soon fully recover at a faster rate. If just one company or only a few people donate money some damages would be recovered but not all. Katrina had a big impact on New Orleans and surrounding areas because of the deaths and large amount of people that were left devastated and homeless. Some people don't realize how bad it really is and what they have been and still are going through.
    2. If there was a bad hurricane like Katrina’s in Wilmington, I think that for the most part many people would be able to get to safety, but some wouldn’t be able to because they wouldn’t take the advantage to. Because whenever there is a hurricane warning in Wilmington’s area it isn’t severe or that bad. But the same way that the levees might have broken in Katrina is the same reason why some people may not get to safety. The levees might have broken in Katrina because any other time that they heard about a hurricane heading their way or a warning it wasn’t that bad. So they never would have thought of a hurricane being catastrophic and causing that much damage to them, so they didn’t build the levees as high as they thought they would need to. Just like this happened in Katrina is the same reason why some people may not get to safety in Wilmington. They may hear a warning for it and not think that it is going to be that bad because hurricanes down here haven’t been that severe or harmful. They may not consider it to be harmful as it would be and think of it in a little way. Some people wouldn’t take all of the necessary precautions that should be taken during a hurricane.

  35. 1) Well in a perfect world, people would look out for others,but in the real world, most people think that someone owe them something and they think the government is responsable for there safety. The truth is that they don't, so what!, They'll donate money to areas in need, but where do you think that money is coming from sense the U.S. is trillions in debt?

    2)This is a question to the people of New Orleans,Louisiana.(this is not to hert anyones feelings)If you know your city is litterally bowl shaped and 70% of it is BELOW sea level And you know you are alays under a threat of flooding and you know you could posibly die from one of these floods, WHY DO YOU LIVE THERE? but the city of Wilmington,NC isn't bowl shaped or under a constant risk of flooding so I do think all 130,000 people of Wilmington would be able to evacuate in a state of disaster, if we were warned in time. here are the reasons I think so:
    -for all the people who do not have cars the city buses could pick them up and transport them safely
    -all the major highways around Wilmington can be used as evacuation roots

  36. 1.)I feel that the government and more or less the President be more responsible for during the natural diaster because gee isnt that what they are supposed to do protect and help their country? Even though some of them havent. But I think everyone should at least try to help following the natural diaster because that is just a characteristic of being a human being but we all know that will never happen. But I still feel as if we should at least try not saying its going to be easy but we have at least got to try and help places that have been declared with a natural diaster.
    2.) I think that if Wilmington, NC were to come into a diaster that some would be able to get to a safe place but not all and that would be a big deal because there area alot of people in wilmington. I think most of the places we would not be able to get boats or planes or anything like that to help the ones that are stranded.

  37. 1. I believe that the Governor should be responsible for the citizens. The Governor is the leader of the state and should be the most helpful after the President. Governors are there to help you and should always be there. Im sure if the Governor was in a stituation such as Hurricane Katrina, he/she would want to be helped. I think the whole point of the situation is to treat others the way you want to be treated.
    2.If Wilmington, NC was in a disaster I dont think we would have anywhere to go. Wilmington is NOT a big city and it has very few evacuation stations. Like I said before, being a small city with nowhere to go is a major factor. The closest place we could go is Charlotte. By the Governor being the respinsible person I think she will be a great help. All I would do is pray for my life and call on Jesus. But for unbelievers just find the most stongest building to be protected by. Another factor might be the fact that we dont have enoguh sturdy homes. That's all I can really think of.

  38. I think that the person responsible for human lives is the actual person itself; unless the person is five or six then the person responsible for that human being is his or her parents. My reason for thinking this is because if there was a group of people responsible for one county or a whole city and they did not get everyone to safety and a family member of those people that got left behind or died might cause a problem for the group of people that was responsible for keeping everyone safe. This way if someone decides to stay behind and take the consequences it's on them if they die, not on someone else’s conscience. If Wilmington was in a state of disaster then some people might be able to get out and some might not. The reason why some people might not be able to get out is because of the traffic. There are a lot of people that live in Wilmington. Another reason why some people might not b able to get out is because there might be people without transportation. Therefore I change my decision on whether or not we should be responsible for ourselves, because if we see a person without a way of getting out of harm’s way then we should do the right (responsible) thing and help them by letting them in the car.

  39. I think that releif organizations like red cross are most obviously responsible for helping out people in a disaster. Also, I think the government is responsible because they are the ones who were assigned to keeping their people safe and to keep order. In drastic situations like katrina was, I think it's everyone shold try to help out if they can. When people are in need, it's a good thing to pitch in, because you'd want people to help you and your town if it were in a disaster too.

    I think it depends on the disaster, and how much warning we get. With hurricanes, we usually get a lot of notice, and we're prepared for hurricanes because we get them often during hurricane season. If a really bad hurricane was about to hit, we'd have the warning to evacuate, and most of us would know what to do.

  40. First, for the first question in my opinion everybody is responsible for maintain human lives. Our government should be helping out with our financial situations. We should all be coming together to see how we can prepare for it and after the outcome we need to see what needs to be done and how we can fix it. When I say everybody I mean teachers, parents, kids, the government, and celebrities. Why? We all live on this planet Earth and we are all responsible for taking care of the Earth. In my opinion, we can’t split of and do things how we want because when a disaster hits it might not hit just you, but other people.
    Second, I do think some people would try to evacuate and some people would not just based on people’s general opinion on what they want to do. If Wilmington was in a state of disaster I think it might be harder for the people who stay extremely close to the water. Once again I think it really depends on what people want to do. If some people think its not going to be a big threat they won’t move anywhere, however some people might live close and feel like they should go away. Also warnings would affect what people would do in case of a disaster. If we are warned ahead of time we should be well equipped to sustain how the disaster might hit us, but if we are not warned people wouldn’t be as prepared and ready.

  41. 1. During a disaster I believe that it is our responsibility. We can't just rely on other people's help. We need to take our own responsibility because when you think about it during the storm you will be on you're own. For example, look at Katrina, they basically had to survive on their own without any government aid during the storm and they had major destruction. We need to learn a lesson from Katrina that we HAVE to in all circumstances be prepared. We should have an evacuation plan, watch the weather or read about it daily, and have useful resources stored somewhere that way in case of a storm you will have everything you need to be prepared. If Katrina would have done this they would have been more prepared therefore have less of a disaster then they did.
    2. If North Carolina was in a state of disaster, I highly doubt everyone would make it to safety. Many times people under estimate how big the storm is really going to be. Look at Katrina they have had mild hurricanes before so when they heard that Katrina was coming they under estimated it and look what happened. Also I am guessing that if everyone at the same time was trying to evacuate there would be EXTREME traffic and you would be stuck in the same place for hours without getting to safety. It all depends on time and if Wilmington waited as long as Katrina did to start evacuating then no, some of us would not make it to safety in time

  42. I think that during and following a natural disaster many people should be responsible for their own lives, especially adults. The adults should also be responsible for the children's lives. They should tend to the children before themselves.
    If Wilmington, NC were to be in a state of disaster, then I think that everyone should have a chance to get to safety. If someone was unable to get to safety by themselves, then i think that someone should be obligated to try and help them. One reason why some can't get to safety is because some people don't have enough notice to get ready to evacuate. Some people are just too unfortunate.

  43. 1) During a disaster anyone and everyone is able to help people with what they need. Celebrities, charities, officials, anyone can help with the rebuilding of houses, collecting food and fresh water, or creating a shelter for people whose homes were destroyed. Everyone should help because if something happened to their home, they would want someone to help rebuild it so why not do the same for others.
    2) If a natural disaster were to happen anywhere, not just in Wilmington, there is a good possibility some people would get trapped and lives would be lost. In Wilmington, because hurricanes are something we are alerted of quite often, people don’t always take warnings as seriously as they should. Some people have a tendency to wait until the last possible second to make sure they are prepared. Due to the fact that some people don’t take the warnings seriously, they aren’t prepared and then they get trapped.

  44. I think that we the people as a community and the government are responsible for maintaining human lives. Humans are responsible because we should do our part in trying to get to safety. The government is also responsible because they should do their part in supplying food, water, and health care for people in need. If we were I a state of disaster, I don’t think that everyone would get to safety. I say this because no one really knows what they are going to do until it actually happens. Factors that might affect the outcome of the situation would be news warnings. Because we are known to have early warnings of such disasters, most people would take it seriously and prepare.

  45. 1. If there is a major disaster, people who can help should help try to save the lives of those in danger in any way they can, but it is not necessarily their responsibility. The government should also help because it is their responsibility to keep people safe.
    2. If a disaster like Katrina occurred here today, not everyone would make it to safety. We are at sea level and can be flooded easily. We are also right next to the beach, and anything even close to the beach would be destroyed.

  46. 1.)During and following a disaster the states government is responsible for maintaining the human lives in that state. I think this because the states government is elected by the people of that state to keep them safe. It is the states governments job to make sure that the people are able to evacuate on time and safely. Also they are responsible for making sure that if the people need a to stay they can find a place to stay like a shelter.
    2.)If Wilmington got hit not everyone will be able to get safely. One factor is we are close to the water so we might have a lot of flooding. Another factor is money not everybody has money to just pack up and leave. Also transportation planes can’t fly in heavy rain, cars can’t travel through a lot of deep water, and buses are not on duty during big storms like Katrina.

  47. 1. During a disaster I think that everybody in general is responsible for helping out. Everybody could at least try to help out by doing fundraisers and donating the money the collect. While also trying to find shelters, homes and food and water for people who lost everything. I think that everybody in general should help out because it’s just the right thing to do.
    2. If some extreme disaster happened here then a lot of people would end up dead and not make it to safety. Some of the factors that might effect it are that most of the people may not take the warning seriously.

  48. During and following a disaster the help organizations and the president are responsible for maintaining human lives. The help organizations are responsible since most of the time they’re the only ones who provide disaster victims with food, water, shelter, and other necessary things. The president is responsible since he/she is the one who controls what happens in these events. On a side note I also think the victims are responsible in a way. This is because when a disaster is going to happen and there is a warning you should evacuate or find a safe place to hide instead of doing nothing, or underestimating the disaster and having more damage done to you and your family. If a state of disaster were to happen in Wilmington, NC not everyone would get to safety. Some parts of the city are slightly below sea level and flood heavily so roads would get blocked off, and since the entire town in built over sand there would be issues with a lot of water. Since there are so many people in Wilmington the roads would be so crowded that some would have trouble getting away. Also at the beach the houses aren’t very stable/safe so that would cause issues.

  50. 1.) When a disaster hits such as Katrina the country as a whole is responsible to help raise money to fix problems and donate. The people who were involved in the matter such as the victims need the higher authority to help like celebrities, government, and companies. They are responsible for raising money for food, water, and shelter. My reason for this is because the people who were in the disaster have lost there jobs and the may not have any money saved up to just up and leave like nothing never happened, so it up to the people around to help.

    2.) If Wilmington had a big disaster everyone would not be able to get to safety because Wilmington is such a small town and how would we know exacullay when a hurricane or something in that nature is coming. The best they can do is giving a prediction and try and get you prepared for it. The only person that may be able to save their self is the ones who go out of town. The outcome of this situation would be flooding, little or no food or clean drinking water. The houses would be destroyed and people would have no where to go. People may die.

  51. 1.During and after a disaster, people that work for the communites and find it there duty to help should help. Like the mayor, police officers, senators,people who work the public because even in disasters they are still suppose to protect and serve their communities. Also non-profit organizations and people who have the means to help are not exactly responsible but are looked upon to help.
    2. if we were in a state of disaster i think mostly we would have the same problems as most cities, some people don't have the means to get to an safer place or some do not want to. Since we live on the east coast, if we where in a state of disaster if would probably becaused by an hurricane or some sort of water based event. This would makse it extremly hard people that live on the beach to get to a safe place.

  52. 1. I think the governor and the president of the United States should be responsible for maintain the human lives. The president for sure because he is in charge of the whole United States and the governor of that state because he is in charge of the people in his state.
    2. If in NC was in the state of disaster no I do not think everybody would be able to get to safety. The reason being is that there are two major islands in Wilmington Wrightsville beach and Carolina beach and if a hurricane came threw they would have to close the bridges. If they closed all the bridges then how would people get off the islands? That is why I think not everyone would get to safety

I htink this because in a disaster you are mostly worrying about how your going to survive at that moment. But after a disaster I think the government is responsible for the peoples lives that survived because at that moment some of them can hardly take care of themselves and need help.
    2. If we were to have a disaster I think that some people eould be able to get to safety unlike us (Wilmington). I say this because we live near the water and the disaster would probably have a bigger affect on the port cities other than the inland cities because of the water. This would probably affect our population and out economy and city may be destroyed.

  54. A human base disaster I think that the government is responsible for human lives. For example 9/11 there was total destruction. Fire man helped put the building out, and police were helping injured people to hospitals. But otherwise there was no order at all because this attack was never expected to happen. In the end of 9/11 for a while people began to bound over the tragedy, everyone had care together a dealt with what had happened. If it is a natural disaster then I think that we should all try and help out as much as possible. Like a human caused disaster there usually isn’t a lot of organization. We would have fundraisers, army would bring troupes in, police, and there are organizations that specifically help deal with disasters. The government should also contribute money to help bring water and food.

    If Wilmington NC, had a state disaster then I think everyone would come together and help each other. If it was unexpected in not sure if everyone would be able to get to a safe area. On the other hand when there are hurricanes people that don’t have a safe or sturdy home they would go to a shelter to wait out the store and they would be provide food and clean water. The factors that could make the matter worse is if all of the shelters had been locked and no one had the key.

  55. I think whomever was in charge of the government at the time and of F.E.M.A were responsible for keeping humans lives' alive. Th person in charge of the government, which was the president George Bush had a choice of sending amident rescue(F.E.M.A) for the survivers right after the storm, instead he waited 2 months to call what happened to New Orleans a crisist.
    Mostly people would evacuate, some close to the beach might be at a higher risk of no survival,but the tall houses they build could be a benifit to the people that live close to the beach. However, Wilmington would have sewage problems, roads/neighborhoods flooded, and possibly no communication. Basically, the same conditions of New Orleans, but without alot of flooding and we could get aroung more for communication.

    2)Most people would want to go and leave t get to safety and some may just want to stay. People who stay might want to stay might not have the things to help hem get to safety or they may be old and not be able to move to safety in time.
